We can’t prevent an unexpected calamity that sidelines an elected representative. But why not consider letting every senator and representative designate a “temporary replacement” for emergencies?

Mayor Emanuel seems to view the city Inspector General as just another subordinate who’s entitled only to what the boss is willing to provide.
