Race-Baiting Cop Blogger Goes Underground

As BGA tries to determine whether blogger is posting material while on duty as a Chicago police officer, the operator shuts down controversial web site.

Race-Baiting Cop Blogger Goes UndergroundA racially charged blog that reportedly has wide readership among Chicago police officers ceased operations this week less than an hour after the Better Government Association visited a detective to ask whether he was the anonymous operator of the web site.

The detective – a 25-year veteran named William F. Kazupski, who is on disability leave for an injury – denied running the controversial blog, called Detective Shaved Longc--k, although a Post Office box displayed on the web site traces back to him, his personal Facebook page includes references to the blog and an online write-up for a radio contest that he once apparently entered describes his place of employment as "DSLC," shorthand for the blog.

"It’s not my blog, I do a little advertising on there [for a side business] to make a few extra bucks – and believe me it’s not much," Kazupski said when the BGA visited him Wednesday at his Far Southwest Side apartment.

He said he’s "not at liberty" to say who does run the site, which includes political and crime news, often with racist or otherwise derogatory terms and images used for blacks, Latinos, Jews and others.

But less than an hour after the conversation with the BGA on Wednesday, articles, archives and other information on Detective Shaved Longc--k were pulled down and a scathing rebuke of the BGA was posted on the site.

The post read in part: "It’s not good bye but it will be a new start with my computer operations based in another state."

The farewell announcement prompted angry calls and emails to the BGA, including one that anonymously stated, "Just remember Payback’s a bitch."

The BGA also received positive feedback from some on the force.

The BGA is a non-profit non-partisan government watchdog that investigates public agencies and public employees, and often reveals findings in news stories.

The BGA decided to look into the blog’s operations because it appeared to be run by one or more Chicago cops and, until Wednesday, reportedly had a large following on the force. Among other things, the BGA wanted to see whether the blog was updated by officers on the clock, and whether hate-related speech was permitted within the police department, which has a long history of racial strife within its ranks and between white officers and minority members of the public.

The department may be in a tricky spot, trying to balance free speech rights with agency provisions requiring that on- and off-duty officers behave in a manner that doesn’t tarnish their badge or undermine public trust. In this instance, it’s perhaps a moot point, given Detective Shaved Longc--k was anonymously run.

Asked about the blog, which is often harshly critical of police and city leaders, department spokeswoman Melissa Stratton emailed the following statement: "The Chicago Police Department holds its members to the highest standards, whether they’re on or off duty. Any social media communications that disparage an individual or group based on race, religion, sexual orientation or anything else are reprehensible and against the policies of the Department."

Patricia Hill, executive director of the African American Police League, said she has visited the Detective Shaved Longc--k site a couple of times and has been pilloried there for her advocacy on behalf of black cops and the African-American community.

"I would say this: they’re equal opportunity bigots, because they don’t like anybody," said Hill, a former Chicago cop. "Closed minded and narrow minded, I call them cowards."

The BGA’s interest in the blog was amplified by Kazupski’s disability status. The Chicago Sun-Times recently printed a series on Chicago police and firefighters on disability, noting the system is badly monitored and rife with potential abuse, with taxpayers subsidizing the tab, totaling $18 million a year for the police department alone. The city inspector general and the U.S. attorney’s office have launched investigations into the city’s "duty disability" program.

Kazupski, who was honored in Congress in 1994 for helping rescue 19 children living in "subhuman conditions" in a small apartment on Keystone Avenue, collects roughly $5,500 a month for a reported on-duty injury to his hand, according to city pension records obtained by the Sun-Times, and interviews. That’s one of the largest payouts among the 300-plus officers on duty disability in 2011, records show. He’s been on leave since 2010, according to the police department.

While Kazupski admitted being affiliated with the controversial blog – launched in 2008, according to the site, and records showing it drew an estimated 12,000 visitors in July alone – and knowing that it’s popular with Chicago cops and firefighters, he said the only blog he actually runs is focused on the old James Garner TV show "The Rockford Files."

I'm glad to living in a city where the only thing BGA has to investigate is a blog which may or may not be run by a cop. Come on guys. Aren't there any real problems you need to work on. I'd be glad to come aboard as a consultant and make up a list of worthwhile topics.

I agree completely.The BGA is conducting an appalling end run around the Constitution by stooging for the government in stifling the free speech of this blog.Offensive speech is nevertheless protected speech. WOW! I can't believe you are concerned about a blogger when you should be concerned with all of the political corruption by the Democratic Party aka Communists. The Democrats have ruined Chicago, the State of Illinois, and are currently running this country into the ground and you are concerned about a blogger. You, the media, are truly cowards.

While searching for a news story, I chanced upon that blog and was sickened by what I read. Thank you so much for lifting a rock and exposing a site allegedly written by a Chicago cop that brings disgrace on all the fine officers who don't hold these racist and sexist views.

A disabled "detective" is no longer a police officer or detective. He or she is technically a civilian. They are not in the employ of the department nor are they on the payroll. They are paid through the pension. You people investigated a civilian. Who is safe from your predations?

First and foremost, I strongly disagree with the content that was posted on DSLC. However, I also disagree with the BGA "investigating" anonymous blogs no matter what their negative rants contain. This country is based on civil rights and one of them being free speech. It's essential no matter how displeasing it may seem to others. I also think the BGA losses credibility hoisting up the outing of a civil servant as racist. Honestly, how many city employees do you think are racist? 10? 100? 1000? Will the BGA now investigate any and all public employees personal accounts of Facebook, You Tube, Twitter, emails, and etc.? What service will that provide for me as a taxpayer? I thought you were supposed to be discovering and uncovering public corruption and waste? Sounds more like look over here, not there, business to me. Someone should look into the BGA for wasting time and violating constitutional rights.

That's not hate speech? OH, her excuse? "There were press people in the room, and anytime there are press people in the room, you should be careful what you say," she said Wednesday. See Robert, it's called "Journalism". Who, What, Where, When, Why, and How. 2 Sources. Instead you go the Yellow Rag route. I'm sure Walter Williams is turning over in his grave. Do your "WORK"!

I read DSLC and other sites like it (ie by Chicago cops) because it's the best way to find out what is really going on in Chicago......Chicago newspapers NEVER give the whole story, it's nice to know the real story, especially with the cesspool the city has become crimewise

So if all of you commenters are so daggummed gung ho about free speech, why are you supporting the speech of someone who can't show his FACE when he SAYS what he says? That's not free speech, that's someone who's a total, utter coward throwing stones from behind a brick wall. Also, BGA didn't say anything about shutting him/them down. What they *****very correctly***** questioned is whether ACTIVE DUTY COPS ON THE CLOCK are posting to the blog. We all value our cops and want them well paid, but they don't need to be paid for nonsense like this especially when our budget is bleeding money and crime is in a free fall. And some of you need to learn that free speech means free from government action…it doesn't mean free to never be questioned or challenged, or free from making people mad (and dealing with those consequences). Peter Bella - unless this guy has completely resigned from the department or no longer has a relationship with them - a fact I'd highly doubt since he's getting buckets of money from them - then he is, IN FACT, still on the payrolls - and in any case, still speaking on behalf of the force.

Thank you for the sensible critique on www.bettergov.org . Me & my neighbor were just preparing to do some research about this. We got a grab a book from our local library but I think I learned more from this post. I am very glad to see such great information being shared freely out there.
