Judy Stevens

Policy Manager

Policy Manager Judy Stevens returned to Chicago in 2014, coming back to BGA where she worked as an Investigator/researcher early in her career, to help lead the development of BGA's policy agenda, with responsibility for the coordination and implementation of that agenda. Her experience in the public and nonprofit sectors spans more than 25 years, most of it in Chicago, with an emphasis on policy research and advocacy.

Judy has worked in both the legislative and executive branches of Chicago city government, serving as chief aide to a Chicago reform alderman, head of a small department of Chicago city government and staff analyst of tax bills for a legislature.  She also has been appointed by mayors in two cities to serve on advisory task forces.  

Her experience in the nonprofit sector ranges from a grassroots community organization on Chicago's northwest side where she was staff director, to the Washington, DC headquarters of a major labor union where she was strategic policy coordinator. She served as Research Director of an award-winning policy advocacy organization in New Mexico.

She has authored and co-authored publications addressing a number of diverse public policy topics. 

She has a BA from the University of Illinois-Chicago with college honors and highest distinction in English. She is married and has two adult children, who also live in Chicago.
